On the list, but not in the reports: Snapchat and Apple
Two sources answer the question "who scans under Chat Control", and they don't quite agree.
MEP Patrick Breyer's long-running tracking page says that "only unencrypted US communication services such as Gmail, Facebook/Instagram Messenger, Skype, Snapchat, iCloud Mail, or Xbox" make use of the derogation. The European Commission's implementation report, COM(2025) 740, names the providers that filed the reports the regulation makes mandatory: "Google, LinkedIn, Meta, Microsoft and Yubo submitted reports, for both 2023 and 2024."
Snapchat and Apple's iCloud Mail are on the first list and absent from the second. There are several possible explanations — scanning stopped, scanning continues under a different legal analysis, or reporting simply didn't happen — and the public record doesn't say which. So their pages on this site show both facts, side by side, and nothing more.
This is what the archive is for: not to resolve every question, but to make sure the discrepancy itself is recorded, dated, and citable. If either company clarifies, the record will show when.
